Market view

What blocks, and what unblocks, an infrastructure file

Infrastructure projects on the corridor rarely fail for technical reasons. They fail on volumes, on documentation and on the public-sector interface.

Infrastructure is financed by its flows, not by its drawings

A terminal, a mine haul road or a rail spur is only financed if the tonnages that will use it are identified and, as far as possible, contracted. That is why we handle infrastructure files at the same time as mining files: the same corridor carries both. The Ouagadougou–Abidjan route is the plainest illustration: the gold and the inputs of a landlocked country travel out through an Ivorian port, and we have an office at each end of that route. A project presented without its likely users does not have a file, it has an intention.

International contractors are looking for structured projects

EPC groups and infrastructure funds worldwide have capable development teams. What they lack is not engineering, it is qualified and documented access to African projects. Our role is to present files whose scope, land tenure, permits, schedule and decision-makers are clearly established, and to state plainly what has not yet been settled.

The public-sector interface is the hard part, and it stays with the sponsor

Concessions, port authorisations, rights of way, occupancy agreements: these issues drive a project’s schedule. We map them with the sponsor and document them in the presentation file. We do not, however, deal with government departments on the sponsor’s behalf, and we carry out no lobbying: our anti-corruption stance is a condition of access to institutional counterparties.

Process

From first contact to closing, five steps

The same process applies to every infrastructure file, from a single EPC package to a complete logistics corridor.

    Mandate

    Nothing starts without a written mandate: scope, territory, term, fee and tail period.

  2. 02

    Qualification

    The file is reduced to verifiable facts, then to an anonymised teaser.

  3. 03

    Due diligence

    KYC on both sides of the table. A counterparty that refuses to be verified gets nothing.

  4. 04

    Introduction

    Presentation once the NCNDA is signed, with information released in stages.

  5. 05

    Closing

    Support through the negotiations to signature, followed by a 24-month tail period.
